The Ministry of Human Resources and Emiratisation (MOHRE) and the General Directorate of Residency and Foreigners Affairs in Dubai (GDRFA), in collaboration with Dubai Digital, the Federal Authority for Identity, Citizenship, Customs, and Ports Security, the Telecommunications and Digital Government Regulatory Authority, Dubai Health Authority (DHA), and the Insurance Authority, have launched the “Domestic Worker Package” via the “Dubai Now” app. This app serves as the unified digital platform for city services. This initiative is part of ongoing efforts to provide integrated digital services aimed at facilitating and speeding up government transactions.
This package represents a significant shift in the way services are delivered, aiming to expedite the processes for issuing, renewing, and canceling the residence permits of domestic workers in the UAE. It also includes services for medical exams and the completion of digital identity procedures.
His Excellency Khalil Al Khouri, Assistant Undersecretary for Labor Market and Emiratisation Affairs at MOHRE, said: “The expansion of the workforce package in the UAE on the ‘Dubai Now’ platform to include domestic workers’ services reflects the efficiency and speed in launching services, and strengthens the approach of integration and partnership between government entities. It also demonstrates the adoption of a digital transformation strategy aimed at achieving the goal of ‘zero government bureaucracy,’ as launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai. This initiative aligns with the vision of enhancing customer satisfaction and improving their experience in accessing services, in line with the UAE’s competitiveness and global leadership in all fields, especially in government services.”
He added: “The advanced and sustainable technological infrastructure in the country supports the development of services and customer satisfaction, by fostering the development of sustainable services, promoting innovation in government services, and offering proactive services based on a comprehensive customer-centric vision. Thanks to the efforts of our partners, we have successfully launched the Domestic Worker Package, reducing procedures by 77%, reducing visits by 63%, and cutting processing time by 83%.”
For his part, His Excellency Lieutenant General Mohammed Ahmed Al Merri, Director-General of the General Directorate of Residency and Foreigners Affairs in Dubai, stated: “We are proud to be part of this pioneering initiative, which aims to enhance digital transformation in the UAE. The Domestic Worker Package contributes to accelerating processes and simplifying procedures, thereby increasing customer satisfaction and supporting Dubai’s vision of becoming a global hub for smart services. His Excellency Hamad Obaid Al Mansoori, Director-General of Dubai Digital, emphasized the importance of this package, saying: “The launch of the Domestic Worker Package is a complementary step in the government’s efforts to re-engineer services based on flexibility, proactivity, and continuous development. This package relies on an integrated approach among government entities, with a strong focus on customers. At Dubai Digital, we will continue our role as a key enabler for our partners in both the public and private sectors, in line with the vision of our wise leadership. Under the framework of the Zero Bureaucracy Program, this package represents a pivotal step toward achieving comprehensive and seamless digital transformation.”

He continued: “Through this collaboration, we aim to integrate with government entities to deliver and complete services through a unified platform, contributing to enhanced efficiency, quality, and flexibility. This package responds to the needs of the business sector and workers in the domestic labor sector, in line with Dubai Health Authority’s commitment to improving the level of healthcare services and facilitating access to them.”
The Domestic Worker Package is of significant importance in simplifying the process of obtaining domestic worker services, as it reduces the number of service channels from four to one, namely the “Dubai Now” app. The number of steps in the process has been reduced from 12 to only four, leading to a reduction in the number of required visits from eight to two. Additionally, the processing time has been reduced from 30 days to just five days, and the number of required documents has been reduced from 10 to 4, contributing to a reduction in transaction costs by AED 400.
Customers can access residency services for domestic workers through the “Dubai Now” app easily by filling out the unified service package form, entering the domestic worker’s details, and providing their identity and passport information. The employment contract is signed electronically via the app, followed by the worker’s medical examination, with the results sent through the app. The UAE identity and residency permits are then issued, completing the residency issuance process smoothly and efficiently.
